The Manhattan Project was initiated after several foreign scientists approached Einstein with knowledge of nuclear chain reactions and how the Germans were working on a weapon of mass destruction. Einstein notified President Roosevelt of this revolution.
"In the summer of 1939 Dr. Szilard put before me his views concerning the potential importance of uranium for national defense. He was greatly disturbed by the potentialities involved and anxious that the United States Government be advised of them as soon as possible." -Albert Einstein
In the aftermath of Japan’s attack on Pearl Harbor President Roosevelt ordered an atomic bomb built. Los Alamos, New Mexico was chosen as the bomb-designing laboratory. General Leslie Groves oversaw the building and military involvement, while J. Robert Oppenheimer oversaw the development and research of the nuclear weapons.
The reaction to the Manhattan Project's invention of nuclear technology started a technological and weapons race. The world power shift had changed forever. The threat of nuclear world destruction and energy created a frenzied reaction among the major industrialized countries to compete for military dominance and industrial power. Eventually the nuclear capable countries came to an accord that nuclear weapons growth was not in the best interest of the world. In March 1970, these countries signed the Non-Poliferation treaty, a reform which promised to destroy some of their nuclear weapons and not sell or use the remaining ones.
